Abstract
Roaming constitutes a significant portion of the operator revenues. The white paper describes the challenges faced by the telecom operators for roaming. Having listed the challenges the paper proceeds to describe a possible handset solution- A preferential Roaming solution. The Preferential Roaming proposition is a solution which allows the users to roam into foreign GSM networks which are friendly to the home network and provide better services.

The paper proceeds to describe the technical details of the application and concludes with the benefits namely that
1. It delivers intelligent roaming management which in turn increases the ARPU of the Telecom operators.
2. The Telecom operators can deploy the solution without any backhaul costs
3. Helps a mobile phone OEM build closer business relationship with a specific operator through such customized handset clients
