Maintenance and Re-engineering of personal tax application for The Norwegian Directorate of Taxes.
 
 
Re-engineering the tax system
Wipro’s solution helped The Norwegian Directorate of Taxes to mitigate people-dependency risks associated with their tax application system. Wipro’s recommendations also helped the tax authority to adopt most relevant quality processes, which enabled easier maintenance of the system in future.

Situation
The personal tax application system caters to about 4.5 million citizens of Norway. The system is enhanced every year to comply with the annual changes to the tax rules. Every version is maintained along with its’ data for a period of 10 years actively.

All knowledge regarding the tax application was mostly tacit and resided with a few skilled individuals within the IT department. The fact that these applications had to be maintained for several years to come towards regulatory and legal compliance, posed additional challenges. Also, the existing documentation for the application lacked information that was required for system developers to address the annual maintenance and traceability to tax rules. This documentation will be used as a part of re-engineering the tax application from ProIV to other latest technologies.

Lack of sufficient documented know-how was deemed as a serious risk to business.

 
The Challenge
Wipro Technologies took up the documentation activity of the tax system to address the knowledge gap, which proved to be the first step towards the system re-engineering. Deliverables included documentation of tax system, with an emphasis on highlighting the requirements-to-implementation details to enable easy and intuitive auditing of the system (traceability of tax rules to their implementation).
 
The Solution

Leveraging on our quality leadership and 40 person years of providing maintenance and consultation services, we recommended documentation of the personal tax system in compliance with ISO standards.

As the templates were suitable for long-term maintenance, Wipro’s recommendation to use the documentation templates for future versions was accepted by the client. The recommendation also ensured that user groups and audit teams performing maintenance and audit of the current tax system complied with effective and well-documented implementation of tax rules.

To reduce costs Wipro recommended working from the 24*7 VLAN offshore development centre (ODC) in India where client servers could be accessed through a dedicated 64 KB link. The security issues were addressed by encrypting data transfer and restricting physical access to systems.
