| Abstract
Offshore outsourcing began with product development
before it came into vogue with IT organizations. Although
the future of IT services remains strong, using global
resources for technology product development appears
poised for a significant second generation of growth
and maturation.
Offshore outsourcing is now mainstream within North
America. Although some concerns remain, such as job
protectionism and intellectual property, the economic
benefits continue to draw IT organizations. The offshore
concept started with the globalization of product development,
not IT services, and will return again to its roots.
The massive growth and widespread adoption of offshore
IT services have created a foundation of maturity in
quality and process that will attract smaller software
companies unable to expand globally without an outsourcing
partner. Indeed, technology product life cycles will
continue to mature, and global resourcing will become
a critical success factor in embracing the full dimensions
of product architecture, development, and deployment.
