End to end consultancy ensures regulatory compliance for our client and a level playing ground for it's competitors
 
 
The challenge
Competition and fair play are the backbone of the regulatory policy in UK. A recent policy necessitated our client to go in for a new Metering Billing System (MBS) in place of the existing system. The client, is UK's largest gas storage and transport company and is responsible for piping gas to over 19 million Industrial and domestic customers. OFGEM (the UK gas regulatory authority) directed the client to disaggregate the prices for metering services and to un-bundle the metering business from the regulated gas transportation business to facilitate competition and ensure fair play. In order to comply with this directive, the client required a new MBS. A major component of this system was data migration of the Metering data from the existing systems.
 
The solution

The client engaged Wipro for the entire life cycle of the project. It involved requirement study mainly pertaining to data analysis. Then Wipro evolved a data migration / data refresh approach document, which later formed the basis for design and development. Wipro also drew up an implementation plan for the entire project. Post testing and implementation, Wipro has been providing support for this system. Some of the highlights of the system are mentioned below:

  • The metering data involved large volumes. About 20 million meter points (consumption points of gas) existed on the current system. The asset and shipper details of all the meter points needed to be migrated to the new system
  • The data on the existing system was continuously updated by the existing applications. The new system needed to be synchronized with the updates on the existing system
  • Invoicing had to be done on a monthly basis with a minimum downtime
  • Data related to about 20 million meter points were migrated in the initial data cut activity. This involved extremely large volumes of data (about 80 million records)
  • The changes to metering data in the existing system were quite large (about 3 million per month). Since a billing run requires all these changes and needed to run quickly, a daily interface was built to extract the changes
