Transmission Billing and Settlements solution for an Independent Transmission System Operator
 
 
The challenge
In October of 2000, Wipro was contracted to build the Transmission Billing and Settlements component of an Independent Transmission System Operator (ISO) Integrated Control Center System (ICCS). The ISO is responsible for "directing traffic" on the wholesale bulk electric power lines and ensure that every electric industry participant has access to the lines and that no entity has the ability to deny access to a competitor. The ISO also need to manage the use of the lines to make sure that they don't become overloaded. Due to prior complications, the original settlements sub-contractor was replaced with a Wipro team that had significant ground to make up. Wipro began a concurrent analysis and development effort with the goal of catching up to the overall project schedule before Factory Acceptance Tests.
 
The solution

The ISO selected Lodestar's BillingExpert as the solution product and Wipro began work in October, 2000. Wipro implemented a complex revenue distribution model for ISO Transmission Owners, Design and implement a custom interface from Lodestar to the ICCS Market Database. We also implemented an interface to Oracle Financials for invoice creation and accounting, automated multiple daily and monthly settlement runs and created custom output in XML format for display via the Web.

 
Benefits

As a result of the solution built by Wipro, the ISO is able carry out billing calculations for 10 different tariff schedules based on ISO's Open Access Transmission Tariff which include Firm, Non-Firm, and Network Transmission Reservations, Ancillary services and Energy Balance. Through very tight deadlines, the Wipro team delivered the required functionality within the parameters of the original project schedule, effectively making up for 4-5 months of lost time. We provided several business critical functionalities such as Rate Capping, Dispute Management, Payment Shortfalls, Loss Cash Payments, Congestion Management and Penalties.
